The complexity of project tasks required organisation, which was completely new for the client. The first essential step was the formation of a project control team by DU, who was empowered to give instructions, independent of local goverment departments. The control team was supported by competent specialists and empowerd with the authority to decide. DU acted here as representative for the management.
The project group successfully co-ordinated the responsible local government departments, the suppliers and waste management representatives, such as Telekom and Bochum-Gelsenkirchen tramway company as applicant for subsidies. DU’s tasks also included the control of subsidy-related issues and the time-related co-ordination of single measures by means of overall structured schedules. Furthermore, external town planning offices, German railway companies, investors and also the public had to be involved.
In 1999, the first measure, the reorganisation of the central pedestrian zone, paralleled by an acceleration of the tramway 310, could be completed, cost-effectively, and according to schedule. This form of well-proven organisation was also used for all the following measures; the reorganisation of ‘Ruhrstraße’, the recreation of the junction ‘Marienhospital’ and the realisation of ‘Rathausplatz’.
In 2003, the realisation of many single projects was completed cost-effectively and according to schedule, enhancing the infrastructure and the esthetic appearance of Witten town centre.
