Main development and inner development of the location Belval-Quest
Structural change without coal
Since May 2001, the government has given top priority to the development of the former steel industry location Belval-Quest, in the South of Luxembourg. The ambitious aim of the masterplan is to develop various areas for art, ecucation, creativity, work, life and recreation. In the future, the ’new business’ and the renewed parts of the old production plants will exist side by side.
Both public and private investors have been found. For the overall development of the area, in terms of traffic and infrastructure, contracts for the overall planning were to be concluded.
Europe-wide competitive bidding was chosen as neutral procedure, although the European awarding procedures for public authorities are not liable for the building owner as client. DU was commissioned with performance and supervision of the procedure, to keep up neutrality.
Within the scope of the multi-stage procedure, DU evaluated the tender offers, prepared engineering contracts and gave competent advise to the client until the contract was awarded.
