Redevelopment backlog, high operating and administrative costs, a decreasing number of pupils, capacity overload and shortage on one side, stand in contrast to local authority financial shortage, on the other side, which makes it increasingly difficult for school maintaining bodies to meet their educational mission.
This was reason enough for the city and district of Ratzeburg, as the maintaining body of a secondary modern school or a grammar school, to bring their long-term considerations of creating a school centre to the point. DU’s main task was to deliver a decision base by pointing out concrete planning results, cost calculations and facts resulting from expected synergies.
DU acted as trustee of the two school maintaining bodies, city and district. Within half a year, the VOF tendering procedure for freelance and professional services for the selection of planners had to be completed, the planning and co-ordination processes had to be moderated and the parenthood, pupils and funding authorities had to be involved.
The final presentation of DU’s dynamic economic efficiency calculation was the basis for the political decision against the school centre project. The decision process, publicly discussed over years, could be concluded.
After all, the decision was made in favour of a variation, additionally prepared and presented by DU. In comparison to the original planning, 50% of the city’s own resources could be saved, legal barriers were eliminated.
