The federal German state North-Rhine Westphalia intends to construct a new building for the Ministry of Education, Science and Research. With the aim to obtain a functional and achitecturally ambitious planning solution within a short time, BLB NRW Duesseldorf carried out a tendering procedure for freelance and professional services (VOF), supervised by the office 'Scheuvens + Wachten'.
DU was commissioned with the selection of the competition participants and the cost appraisal of the tenders. The designs were evaluated under the criteria 'adequate architecture', 'integration into the urban structure', 'design of the facade', 'ecology', 'emissions' and 'cost-efficiency', with regard to the investment amount and the operating costs. The first prize was awarded to the architects Gatermann and Schossig, who had presented a design which was clearly the closest to the criteria.
