ppp-light

The order was for the construction of a key turn extension building for the vocational college, in Eschweiler and the extension of the district hall, in Aachen. The financing of both objects must be secured over 30 years, and the long term economic risk eliminated.

In this context there is probably no other term more frequently used than 'public private partnership' (ppp). The aim is to utilise synergies emerging from the common awarding of planning, construction, maintenance and financing services.

Therefore, DU started a partnership with the lawyers 'Kapellmann + Partner', in order to cover the integral parts of legal, technical and economic consulting. This team developed an awarding procedure, approved by the public authorities. After the technical and economic requirements were stipulated, the Europe-wide invitation to tender was launched. DU created the tender documents so that the offered services were comparable, and prepared the contractual concept and the specification of the construction services.

From the offers submitted the preferred bidders were selected for final contract negotiations. Optimal results for the building owner, with regard to financing, technical and functional building features as well as time-related and judicial risk limitation, were sought for both projects.

Due to the successful deployment of 'ppp' in the project, the ppp model was further developed by DU and has become well-known under the term 'ppp-light' throughout Germany. The pubilc authorities appreciate its comprehensiveness and universal utilisation possibilities with the common awarding of service and construction orders.
